Major duties and Responsibilities of Debt Management Directorate

Debt Management Directorate is one of the Directorates under the Ministry of Finance and Economic Cooperation. Its’ major duties and responsibilities include:-


• Formulation, in collaboration with other responsible bodies, and implementation of medium term debt strategy to achieve desired composition of debt portfolio with a desired level of cost-risk trade-off.

• Conducting debt sustainability analysis, to assess the long-term sustainability of existing debt and projected borrowing based on the macro economic projections levels. In addition collaborate with other concerned bodies to undertake the countries DSA.

Preparing and Disseminating Quarterly Public Sector Debt Statistical Bulletin and annual Debt Portfolio Analysis.

• Providing statistical and analytical reports on public debt to various institutions, researchers and other development partners for periodic economic and financial studies.

• Undertaking portfolio analysis to asses future debt service obligations problems and propose action that should be taken to overcome them.

• Preparation and dissemination of various reports to Credit Rating Agencies, Investor Relation program, World Bank and Other Development partner.

• Preparing reports for the annual IMF  Article IV  mission consultation   and coordinate the meeting between SOE and the mission

• Following up the magnitude of Non-Concessional Borrowing by SOE , their existing debt and estimated borrowing and the status of each projects.    

• Coordinating with Directorates within Ministry of Finance and Central Bank for effective debt management.

Providing recommendations for debt restructuring when necessary and initiate and Participate on Debt Relief negotiation.

• Providing written comments as an input on draft financing agreements and participate in loan negotiation.

• Participating in the administration of deficit financing of the Federal government budget through Treasury Bills issuance and Direct Advance from National Bank of Ethiopia.  


Preparing debt service projections for external and domestic debt of the federal government as an input to the balance of payments projections and to the expenditure estimates of the fiscal budget.

Reconciling the debt data with all bilateral, multilateral, other creditors, National Bank of Ethiopia, Project implementing Units and Other Directorates within MoFEC .

Ensuring timely and accurate debt service payment for Central/Federal Government debt and record all the required data in the debt management information system. And monitor timely debt service payment by SOE’s.

Monitoring and follow up new External and Domestic loan agreements and register disbursement transactions and record all the required data in the debt data base.

• Administering and Monitor on-lending agreements, Disbursements transactions and follow up the collection of on lent loans repayment to the Government and record all the required data in the debt management information system.

Monitoring disbursements and repayments of government guaranteed and non-guaranteed debt of state owned enterprise and record all the required data in the debt management information system.

• Maintaining an accurate and up-to-date Total Public sector Debt database.
